(20)Summary: Irrigation water in Egypt had been distributed according to fIXed quota among the five cultivated regions in the country. Water consumption various between summer and winter cropping seasons, where major summer crops are rice, cotton and maize The Ministry ofAgriculture and Land Reclamation (MALR) had changed its policy from specific crops in specific areas according to an overall plan to free cropping decisions by farmers. Since farmers started to take cropping decisions, more lands were cultivated with rice and water shortages were experienced. Thus, farmers adopted d..-ainage water reuse, however, poor water quality affected crop quality and productivity as well as human health. This study presents an integrated approach to help decision makers achieve required balanc.e between water resources and requirements. The approach provides the decisions based on combined assessment of water quantity and quality. The case study selected for applying this approach is middle delta. The approach offered successful results and it is recommended to expand its utilization in the other regions.
